Aluminum wiring for branch circuits

Where does it say in the NEC code book about branch circuit wiring not allowed on devices.

I will be changing out aluminum connection with copper connection in an apartment complex for all the devices and want to know if I can use the existing aluminum ground wire or if it needs to be changed also. You would think that the original ground could be used since it does not have any voltage going around it. There is no heat issue for a ground.
 
The NEC does not prohibit Al terminations on devices. The terminations must be listed for use with AL, see 110.14 for the specifics.
