Does the NEC dictate how high or low on walls switches and receptacles need to be. If the NEC does not tell the electrical contractor what or who is the authority that guides the electrical contractor on wall elevation placement of switches or receptacles, so they meet accessibility compliance? The placement for accessibility for residences would depend on if the residence was covered by ABA, ADA, or FHA. The placement for all public commercial facilities would depend on coverage by the ADA or ABA.
