Yes they are. The impedances are different for AC and DC, but conductor heating is a resistance issue and is the basis for determining ampacity.
See the "Engineering Supervision" formula in 310.15(C). It shows basic conductor ampacity is determined by the DC resistance in the first place. RMS AC is actually the effective heating equivalent to DC.
