Ampacity for Less than 100A

I know there is a requirement that indicates for conductors less than 100A, you use the 60C column in 310.15(B)(16) (2014) but I can never locate it. Can anyone help me out?

110.14(C)(1)(a) looks pretty straight forward to me. Am I missing something?

Note where it says "Unless the equipment is listed and marked otherwise,", most modern equipment has the temperature rating marked on it.

And most that modern equipment is marked 75C also.

Especially circuit breakers, motor controllers and similar equipment.
