If the panel is being supplied by a properly sized overcurrent device there would be no problem. For example, if I fed a 60 amp rated panel with a 60 amp feeder and then decided to install a 100 amp breaker which I happened to have in that panel simply as a disconnecting means, there would be no violation, IMHO.

Assuming you protect your feeder at 60 amps, I would agree.
 
Is there any acceptable situation where a larger ampacity main circuit breaker can be installed in panel rated less than the breaker?

Yes. The other posters mentioned at least one case where it is acceptable. I bet if we were to put our thinking caps on we could come up with others.

As long as it physically fits.
