AMPERAGE READING ON GROUND

IS IT NORMAL TO HAVE A 100AMP 220V PANEL WITH 1 HOT LEG READING 7 AMPS AND THE OTHER 6AMPS. THE NEUTRAL HAS A READING OF APPROX 10 WHILE THE GROUNDING ELECTRODE CONDUCTOR TO THE WATER MAINHAS A READING OF ABOUT 3 AMPS.

ANY HELP IS APPRECIATED. :D

It could be but it doesn't look like you have enough loads turned on to see where the currcnt is going?
Current on the GEC could be normal neutral current returning to another house service down the street through the water main, But if it goes up when you apply more loads then it might be caused by a bad neutral connection between the panel to the transformer. ;)

Pat,
Is this service in an area where there are other services close by? Is there a common underground metal water piping system? It appears to me that the current on the neutral and water pipe is coming from an external source.

the service is in a 2-family home which has a double meter box and a seperate panel for the second apartment. the only ground is a #4 copper insulated which is in emt and bonded on the both ends that only goes to the water main and jumped across the main shut off from the panel from which i took the readings. all of the lights were put on and both refergitors opened up to run continous so i could get a accurate continous reading. and yes the water piping feeds the whole nehborhood
