The house is 50 years old with an overhead service drop. They built a garage where the service drop came across the yard. They fastened an old service drop onto the new garage and installed weather head and #2 AL SE cable down to new meter location on the outside of the garage. Installed 100 AMP main breaker next to meter. Installed bonding screw and two ground rods 6 ft. apart with connection in main disconnect. Ran SER cable from main disconnect up the side of the garage, across the attic, out the other side of the garage. Installed weather head then switched to quad plex between garage and house and at house changed back to SER refeed old panel in house, seperate the neutrals and grounds, bond the water pipe to ground bar. From the house panel they went back to same garage underground with a feeder UF 10-3 G to sub panel in garage to a 30 AMP back fed breaker. Back feed breaker does not have a back feed clip on it. Installer cut neutral bar apart in garage panel so they could ground the case to the ground bar and float their neutral. Contractor also ran a 12-2G UF underground to same garage next to sub panel for a motor home receptacle. Contractor installed a ground rod at the garage next to the sub panel.
Code Violations:
1. Back fed breaker in garage needs to be secured in place.
2. Installing a feeder and the branch circuit from house to garage.
3. Physically cutting the bar between neutral bar tie in a panel (void UL listing).
4. At this new garage now we have 2 ground rods on one side of the building and one on the other side. Is this a code violation?
