Yes, it looks very temporary. I can't see where the old service was located so it must be underground.

The can under the red desk appears to be where the service lateral comes in, and also appears to be where the SEU cable terminates, so it definitely looks like an underground service.

It does look good but the secret is he only used 1/4" plastic anchors to hold the strut to the brick.
