Annex A and UL-Listing Requirements

I find the intro to Informative Annex A confusing. It starts by saying it's not part of the Code requirements, but then it says that it

"provides a list of product safety standards used for product listing where that listing is required by this Code."

Does this mean that if a product category appears in the annex, it is a violation of the Code to install a product from that category which has not been certified to the specified UL standard?

Say I'm installing a UPS into a data center. The UPS is certified to IEC62040, the EU standard for this type of equipment. Like most EU safety standards, it's very comprehensive and conservative. But the UL standard for UPSs is UL1778. Re-testing the UPS to UL1778 would be extremely costly, and this seems like an onerous requirement.

Or is Annex A truly just "informative" so we know which standards typically apply to what kinds of equipment?

If an Uninterruptible Power System were to be required by the Code to be Listed, then you would go to the incomplete list provided in Informative Annex A.

A data center environment typically doesn't required a UPS to be Listed, so no problem.

If it were to be required to be listed, you would just explain that the introduction to the Annex says it is recognized not to be current and IEC62040 is also an industry standard too. Check all the big guys like Vertiv, Schneider, Eaton, GE/ABB, Mitsu, Toshiba, etc

"Uninterruptible Power Systems"" is listed as a category in Annex A, and UL1778 is specified.

Re the "big guys", some of their products are UL1778 and some are just IEC62040, so that's hard to use as a guideline.

What is your statement "A data center environment typically doesn't require a UPS to be listed" based on?

If you look through the NEC, a UPS used for a data center is not required to be listed, especially if you do not mess around in the optional Article 645 which occasionally gets misinterpreted as requiring a listed UPS, which it does not in my opinion.
