Annex C in the 2017 do you add one for equipment grounding conductor

I am studying for an exam and one of the questions is....
What is the maximum number of size 12 AWG THHN conductors permitted to be installed in a trade size 3/8 in flexible metal conduit where the fittings are outside the FMC .
Annex C.3 gives an answer of 3 conductors.
The answer sheet tells me to add one conductor for equipment grounding conductor, so that makes the answer 4
Is this correct?

Look at Table 348.22 Maximum Number of Insulated Conductors in Metric Designator 12 (Trade Size 3 ⁄ 8 ) Flexible Metal Conduit (FMC) the asterisk at the bottom.

Footnote under table. *In addition, one insulated, covered, or bare equipment grounding conductor of the same size shall be permitted.

Thanks for all your help I was using the wrong table.

Yes that one is tricky because you need to look at Article 348 for FMC not just the fill in Annex C. I've taken several licensing exams and that question seems to be on every one. :)
