I'm working through Annex D Example D3 and need help understanding what is the point of talking about 125% under the General Lighting* asterisk note. It seems arbitrary to be talking about 125% when comparing the minimum lighting load with the actual connected lighting load...

Second Question Regarding Example D3

Where the example talks about Minimum Number of Branch Circuits Required, what is the correct figure to use for determining the number of circuits? The actual connected lighting load of (1.25 x 8,500 VA) = 10,625 VA or the minimum lighting load of (1.25 x 9,000 VA) = 11,250 VA?

The example uses the (1.25 x 8.5kVA) = 10.625kVA figure but at the end of the paragraph it then says, "the number of branch-circuit positions available for lighting circuits in the panelboard must reflect the full calculated load of 9000 VA x 1.25 = 11.250 VA." What's the deal here?
