What the heck are these things?

I bought several of them to use as ground bars but there are no mounting holes and I refuse to allow the shop to drill holes. I was told they are what we have been using but they just do not seem like anything appropriate to use as a ground bar. I have given serious consideration to turning them on their sides and bolting them to a panel through a couple of the wire holes and having the ground wires come out from the panel just to get rid of them.

Is this some kind of specialty connector? The literature refers to it as a pedestal connector. Is that like what one would see in an RV park? maybe a way to tap off off some kind of main line?

How does one insulate these things? heat shrink? or are they typically used where no insulation is required. It looks like a decent connector, but as a ground bar it seems lacking.
