another fire pump question

excavator/conc guy are screwing me up

I have a fire pump room next to a 12" conc wall at basement level where the fire pump service enters. I have read 695 a few times but I'm not clear on this. I know that if the fire pump were anywhere else in the building I would have to go below the floor or in a fire rated chase, but can I enter this room directly and go over to the fire pump controller with overhead pipe?

According to the exception of article 695.6(B) you can run the raceway in the room with out the 1 hr rating.

Exception: The supply conductors located in the electrical equipment room where they originate and in the fire pump room shall not be required to have the minimum 1-hour fire separation or fire resistance rating, unless otherwise required by 700.9(D) of this Code.
