Another grow house question

Regarding my previous question on the 80% rule. The grow house is in a residence/dwelling. I'm looking at 2008 210.6 (a)which looks like I'm limited to 120 volts. Then on 410.140 it looks like I'm limited to 1000 volts for open-circuit voltage. I'm not sure what open circuit voltage is but I'm thinking these hid lights may not be allowed at all in a dwelling??

You're not allowed to exceed 250v for lighting in a home.

HID fixtures are fine, as long as they're not labled otherwise. Many are marked for 'not for indoor use.'
