Another "Rope Pull In Conduit" Scenario

I have a Contractor that wants to pull rope [ unknown type &
size at this point ] in to some long, underground pvc raceways,
...that is ALL pvc...........No metallic bends or elbows at this point.

I'm thinking that there is a code section to require the
Contractor to use metallic bends or elbows to prevent the
rope from [ possibly ] cutting in to the pvc.

Are there code sections in the NEC for me to reference
regarding this type of proposed install ?......I am almost
certain that I have read it before.

There are no NEC references. It is a design/installation issue. I would use mule tape instead of rope to reduce the chances of cutting the elbows, assuming that the installed pipe cannot be corrected.
Keep pulling tension and speed to a minimum and use Simpull (TM) or lots of lube.
The closest recognition of this problem in the NEC is, IMO, the section that exempts metal elbows and sweeps in otherwise PVC raceways from bonding requirements as long as they are a minimum distance below ground surface.

NEC allows metal elbows for pulling if they are 24" of cover when in a NM conduit system. Don't know the section right off just about done for the day.
And use Mule Tape. its a prelubricated woven tape from NEPTCO. Once you use mule tape you won't regret it or burn thru 90's

Bonding of the elbow is different issue.

Exception does not require bonding of the metallic elbow that is part of NO metallic raceway. Assuming it is a minimum of 18" below grade.
 
What would you use to pull 600 or 750 kcmil conductors in a 4" PVC? We typically use a 3/4" Greenlee poly/nylon rope which has a breaking strength of 26,000#'s. For a Greenlee Ultra-Tugger we use a 7/8" Greenlee Nystron rope with a breaking strength of 32,000#'s.
