Another transformer

I am doing a building for a ball field. Another contractor is doing the ball field lighting. They have set there lighting controls and 480v panels they also set a 30kw 480/208-120 transformer to feed a panel for their control circ. They are running #8 thhn from a 40amp 3pole breaker on the primary side of the transformer. From the secondary they are back feeding a 60 amp 3 pole breaker in the 208/120 panel with #6 thhn. My thoughts are the primary ocp is too small 30,000/480/1.73 x 125% = 45 or 50 amp. Am I misssing something?

The secondary is good for 83amps and they have a 60a on it, so I wouldn't

worry about the 40a on primary.
