Do most electronic components that are labeled as Class I Div 2 meet the ANSI/ISA 12.12.01-2000 specification? I know that ANSI/ISA 12.12.01-2000 is the Non-Incendive Component specification. Does UL, for example, always use the ANSI/ISA 12.12.01-2000 spec to test electronic equipment for suitability in CID2 areas, or only for equipment that is specifically trying to use the non-incendive component protection technique?
 
Yes, correct. Agencies will use ANSI 12.12.01 only for equipment that is intended to be certified as non-incendive. Accordingly, in the USA, all non-incendive equipment has to meet ANSI 12.12.01.

Non-incendive is by no means the only kind of protection allowed in a Div 2 area, so there is other equipment out there that is suitable for Div 2 that is certified to other standards. These might include NFPA 496 (purge), UL 60079-7 (increased safety 'ec'), UL 60079-11 (intrinsic safety 'ic'), UL 1203 (explosionproof), and so on.
