I am designing a small restaurant. It has a cook top with a hood and an ansul fire suppression system. Does any code require having a fire alarm system if the restaurant has an ansul fire suppression system?

The building code, with any amendments, will tell you if the occupancy needs a fire alarm. Here in NJ, a "B" occupancy would generally not need one, unless it is mostly an "A" occupancy, like a night club with a kitchen. If the answer to that question is "no", you will need to provide a local notification appliance that is triggered when the system is activated.
