Answer on nipple strapping?

An old post addressed the strapping code for 18" nipples between enclosures. I was informed by a code guru that the new code omitted the exception to simplify the already stated (342) last 36" from an enclosure. Although this first appeared vague to me it makes sense now. The question is do we need to address this issue for more clarification or do you feel this code should remain as is?
 
IMO it needs to be re-addressed. Now a 1" nipple between two enclosures requires some type of support but 36" of conduit from the last strap to the enclosure does not. There is something wrong with that thought process.

I have also always questioned just how much support is provided by a strap on a short nipple of something like 4" RMC versus how much support the 4" nipple provides for the strap:slaphead:
 
The code does not and has never said that you don't need a support if the nipple is less than 36" long. The code rule that was in the 2008 was an attempt to clear this up, but the CMP changed the length from 36" as found in the proposal to 18" when the rule was accepted.
This still needs to be addressed. One method would be to have a rule that says were the conduit is 36" or less in length, that the conduit terminations are permitted to be the supports. There is nothing in the current or previous codes that permits a raceway termination for an non-flexible raceway to be used as the support for that raceway.
As infinitiy said in his post, all raceways, no matter how short, required support under the current code rule.
