Antenna grounded to grounded service conductor - Legal?

I just came across a wireless setup in which the grounding wire from an antenna mast was attached to the grounded service conductor/guy wire of the service drop with a split bolt. The wire is clearly a fine ground, but is it in accordance with code to attach there? At first I thought it wasn't, but Section 810.21(F) seems to suggest that it's part of the "power service accessible means" and therefore OK. Opinions?

That connection is not directly permitted by any code section that I know of, however you could make a case that it is permitted by 250.142(A).

What about 250.92(B)? I'm trying to determine whether to leave the split bolt in place or move the antenna ground over to the service mast (which is actually in pretty bad shape -- it's an old one -- and also painted, so I'd have to scrape it) where we normally ground antennas when we do the installation. I also wonder if it will incur the wrath of the power utility if we leave the split bolt on their neutral/ground/guy wire, even though (again) it is by far the best available ground.
