any concern?

when plug in an outlet at home, I see some electric spaking? any concern some one may get electrical shock? any way to preventing this?

Generally its not good to plug or unplug an appliance that is turned on, but many appliances can never be turned off like newer TV's and cable box's Etc... but it shouldn't present a problem since your not making contact with the blades of the plug, if there is a load then yes there will be a small spark proportionally to how much load there is, this is the same spark we see at night in the dark when we flip a switch.
