I'm trying to figure out a way to seal around a plug in chord that is going to go through a hole drilled in the bottom of a plastic box and plug in to a recept. in the box. I would like to find something that I can poke a little hole in and it will stretch around the chord to form a seal but stretch out enough to be able to remove the chord end. Thought about trying to fab something using a condom. Any other suggestions?

Are you complying with 400.8 while doing this?
 
How about the kind of cable connector that looks like an EMT compression fitting, but with a rubber gland inside?

It looks similar to an SE cable connector. The gland has either a round hole for a cord, or an oval hole for UF cable.
 
For cheap Raintight situations of 50 amp plugs or similar you can cut a slot in a 3R hinged box bottom such that when the cover is open the plug end can be slid into the slot (which is made safe for the cord by gasketing material), then plugged into a receptacle in another box mounted within.

The larger 3R box is no longer electrical equipment, simply a housing to provide an environment that is damp rather than wet.
 
Use a fitting made to do what you are asking, as Larry Fine said, they make cord connectors just for this situation.

I hope you were not going to make one as stated in the OP.

I thought of this when reading your first post. That way you can put the head of the cord through the hole.
