I have a similar set up over my whirlpool tub in my home. The inspector saw the boxes at rough in and had me remove them. My previous home under the 2000 IRC was legal he said (he inspected it as well), but under the 2003 IRC was not. Needless to say they mystically reappeared after final and with GFCI protection no less.

OK, I'm curious. IS there actually something in the IRC prohibiting this?

Or did he "quote" something that many electricians are not familiar with?

I've read some of the 2002 edition, its almost verbatim of the nec.
