It could be fine but given the number of 30 amp fuses you have to wonder if some of those circuits are over-fused and the conductors are smaller than #10.

True maybe. But I think this panel is located in the laundry room so maybe that's why there's 30A fuses.

Is there any insurance premium benefit to client? Or will insurance company require the change to continue coverage at next policy review anyways? And, depending on current code cycle, does it make upgrade any easier/cheaper by doing this sooner rather than later?

I'm guessing it's a residence, and it wasn't wired with all #10cu.
Added: And I mentioned the fuses because the customer obviously can't be trusted to replace like with like.

You could put the correct type S adapters in to limit the ampacity of the fuse to the ampacity of the wire.

I just had someone ask me to help them remove the S adapters. I asked why, they said it was so they could put in larger fuses….

I agree with adding fusetat adapters. Most DIY will not attempt to remove them...but some will
