Not an NEC violation as such, but listing and labeling might be a problem.

In making such a change, you essentially become the 'manufacturer' of the fixture, and any UL listing becomes irrellevant. Do you 'void' the listing? Not really - but UL has no way of knowing if the changes made would pass their tests, so they'll want to do a 'field evaluation.' An alternative would be were you to participate in UL listing as a ;lamp shop' yourself.

Now, if the fixtures are mercury vapor fixtures, there are UL listed replacement CFL's that are intended to work together with the ballasts.

There are also 120v CFL's made with mogul bases; I have a 55w one in my "Wobblelight."
