What is it about cords (SO, SJO, W, etc.) that makes it not allowed to be used as a permanent wiring method? Some of the cord I've seen/used (W) has seemed to be tougher than romex or SE cable.
Anyone know why?

Its the longevity of the cord that is the problem. The rubber used in the code has a tendency to breakdown over a short period of time and become brittle and breakoff exposing the conductors inside.

I wonder why the allow Portable Power Cable (mostly a rubber cord) in/on docks?

There is some mighty fine material that can go into the premium cord. . . .
BUT
(and I hear Tevye singing "Tradition!" in Fiddler On The Roof) as I say it, 400.8 has the say. One might say it's trump.
With a cord out in the open, you can see it when it deteriorates. You can't do that with NM hidden in the walls.

True, but they would need to be installed in accordance with 410.62(C)(1), which would make the sj cord visable, not fastened to the structure and directly above the hi bay light and typically cord and plug connected.
