No, UL is just one of several NRTL's (nationally recognized testing lab). Many things are required to be listed in the NEC just not specifically by Underwriters Laboratories.

However, the initial testing that led to the published standard that other labs test against was often done by UL, particularly for electrical items. This leads to the common shorthand of "UL listed" regardless of the lab that does the item testing.
