Does a feeder to a panel in an apartment need to have a means of disconnect at the panel, or can it be a main lug panel?
The disconnect would be at the Service panel in the basement.
 
If these are rentals, with the additional conditions you describe, I can't think of any compelling reason for a main in the tenant panels.

It depends on the service feeder pathway. You have to start with the main disco requirements, and then see if the panel can be located where it containing the main will comply. If not, you need a seprate disco and panel.

That panel, technically a sub-panel fed via a 4-conductor feeder, may have a redundant main, but it's not required, with few exceptions. You might want to get the inepctor's input on whether the main can be in the panel.
