about the calculation of sub panel in apartment,
supplied through 120/208v, 1ph, 3wire feeder;

should I divide total loads in volt-amp to 208v
(example: 15000VA / 208v= 72 A)
????

Yes since you are using 2 hots and a neutral so the load is distributed between both conductors
