Hi,
i am providing 1200A service @ 120/208v, 3ph, 4w for a new-build 25-unit apartment.

are you against that,
Approved or disapproved ????

How can we approve or disapprove without knowing the loads? It sounds very high but if there is a lot of heating and/or a/c loads it may be fine. Not sure what you are asking? Are you asking whether you should use 3 phase or single phase?

At 1200 amps 208Y/120 volt service is fine. Just make sure that they purchase 208 volt appliances not 240 volt.

The always buy 240v appliances and wonder why they perform poorly.

People always say that. Is there really such a thing as 208 resi water heaters and ranges? I have never ever seen one, and couldn't find any on Google. One could get a 5500 @ 240 water heater which would be about 4200 @ 208.... I guess with enough money and/or buying power one can get whatever they want, but are people really seeing these in the wild?

Some water heaters definitely allow you to install either 240V or 208V hearing elements of the same nominal wattage.

Not necessary, in fact they don't even make dedicated 208 volt dryers and residential stoves. 240 volt equipment does fine on 208 volts.

You're probably right that most of this equipment is dual rated for 208 or 240 volts, as mentioned at 208 volts the output would be lower.

Dryers have everything except the heating element connected from L1 to N, rated for 120v. Only the heating element is connected from L1 to L2. On 208v, the heating power is almost exactly 75% of that on 240v.

Well that is not quite accurate as some stoves have a 208 rated kw rating as well as a 240v rating. As Larry said it is 75% lower at 208V. 16kw range is rated 12kw at 208 volts

My point is that it is still compliant to install these units on 208v as they are rated by the manufacturer for that voltage.

As mentioned, I would suggest your first step would be to check with the relevant POCO. Many wont supply 240/120 Delta any more.
