appliance requirement - GFCI breaker MUST be used in lieu of a GFCI receptacle

I encountered with appliance manufacturer important note "If GFCI is required, a GFCI breaker MUST be used in lieu of a GFCI receptacle" see below link:

Is any one have an idea where this "MUST" requirement came from?
What actual difference does it make from electrical point of view?
