applications of a junction box?

I have searched through all the archives and can?t seem to find anything about the following question:

Can you mount a surface mount outlet on the side of a junction box? Example would be a Nema 3R junction box with a single gang bell box mounted on the side of it. Bell box is fastened to the enclosure via a ? chase nipple and 1/4x20 bolts with washers and hex nuts. (Bell box has a ? threaded hole in the back. They also applied a bead of silicone caulk on the back of the bell box before fastening. They access the wiring via the cover on the front. After seeing this, I wondered if this was not a code violation, and if not, how about mounting the bell box on the face of the cover? In this application, in order to access the wires in the enclosure, you would need to open the cover with the rather bulky outlet fixed to it.

I would imagine this sort of install might have been also tried on the side of a surface mount panel?

There was a thread, some time ago, about mounting a receptacle on the front of a panel. I don't remember what the debate came to.

As far as mounting a bell box as decribed to a j-box or a surface mount panel- have done, would do, and most likely will do; though not on the cover of either.

You would not find anything in the code book that "allows" this. If it was addressed, it would be something telling you not to do it, like you can't mount a receptacle above an accoustical tile ceiling. This application as described is perfectly fine.
