Applying demand factors for apartments when I only have field readings

I am designing a solar system for a 33 unit apartment complex. Because I was getting awful information from the field, I required a field reading on the apartment panels. My guess is the electrician did a reading on the typical apartments and applied it to the other units. With that said, is there any way to apply demand factors to the load readings? I attached an image of the calculations.

There are no cooking appliances and applying a phantom load of 8000VA doesn't help. I know it's a long shot but I figured I'd ask.

Are you trying to submit something for a code review, or simply size your PV arrays? If you're only trying to size the arrays I would ask for utility bills and find the worst case, which is usually dead of winter/summer depending on what loads are electric. You can obtain kW information from there to get an idea of your worst case loads.

You have to remember that demand factors take into account the fact that not all equipment/devices will be running at the same time. So to apply demand factors to "demand" (actual) load seems like double dipping to me. I would either go with your measured values, or do existing dwelling unit calcs based on 220.83

Unfortunately getting bills would be next to impossible as I would have to get bills for each of the 33 meters and house panel. The load calculations were asked for by the plan checker of the solar system. They suspected that a 400A service for such a large building was too small.
