I down loaded the ARC Blast Calculator. Very useful spreadsheet, but shouldn't the first entry under "Arc Flash Protection (bolted fault )Boundry" be labled MVA and not MVA Bolted fault?

No, it is correct. You need the MVA bolted fault value for the point in your system where you are doing the calculation. You also need to know the proper fault clearing times and look at 38% and 85% of MVA bolted fault with thier clearing times.

Is it really an arc Blast calculator and not an arc Fault one?

NFPA 70E deals with arc flash (burns) not blast (shrapnel and concussion waves).
