We are hipot testing 25kv cables with 100kv dc. Do we use the same calculations on determing the ppe as we would for energized switchgear or cables?

For shock protection yes, but not for arc flash PPE.

But I have to ask, why are you using DC to test a MV cable? That is not recommened by any standard (ANSI, NETA, IEEE, etc... because it is a destructive test for service aged MV cables. And it is a very ineffective test that will only find gross installation errors. You should be using TD, PD, or VLF.

Also, even if you use DC, why 100kV? Maximum recommeded DC hipot test voltages are 25/30kV (Depending on insulation type).
