Arc Fault Breaker @ Panel Replacement

Is there a section in the code that require updating breaker to Arc Fault on like per like panel change?
210.12 has the requirement when extending conductors over 6' and 406.4(D) has a requirement when replacing receptacles, but no indication for breakers.

No AFCI required when replacing a panel if you meet the 6' rule.

The 6' rule was put in specifically to permit a panel replacement without requiring installing AFCIs.
