with this change as of jan 1st, 08 when doing a service upgrade are we going to b required to use the arc fault breakers when doing the servive upgrades?

That is something that you will have to check with your local authority. Personally, I do not believe you should have to and I bet most jurisdictions won't mandate that either, however, I would check this out before I bid any service changes.
The 2005 NEC requires arc fault in bedrooms and my areas did not require us to upgrade to arc faults, however, there were others on this forum who have said thir area was mandating the upgrade.

I would say if you run new circuits from the up-graded panel, the new circuit would be required to comply with the current code (ie new smoke detector circuit).
