arc fault breakers in student housing

I am bidding a student housing job and I am getting gear quotes. The question came up regarding arc- fault breakers. Do student housing units need arc-fault breakers? The drawings or specs do not call for them..

Dwelling Unit. A single unit, providing complete and independent living facilities for one or more persons, including permanent provisions for living, sleeping, cooking, and sanitation.

Not required.

I agree with 480sparky, if there is no permanent provisions for cooking then this would not be a dwelling unit and AFCI protection is not required.

It could be a great income possibility, however, to offer both AFCI and TRs as an upgrade.
