Arc Fault Breakers Panel Change

When you perform a complete panel change from Federal Pacific or other older manufacturers installed in older homes, are the replacement breakers required to be Arc Fault or dual function?

Additionally, if the circuit is a multiwire branch circuit then what method is to be used?
