Arc fault breakers required mixed use building

For a service upgrade on an existing building with two meters one for a sub panel serving the residence one for a sub panel serving the commercial portion . As this is a mixed use commercial with residential dwelling in one building will arc fault breakers required in the commercial panel ?

Barring local ordinances, if you don't alter or extend branch circuits AFCI does not need to be addressed in either. see 210/12(D) for exceptions.

Upgrading the service doesn't trigger anything to mandate installation of arc-fault breakers, unless it is a local requirement, in the residential or commercial space.

And, to augment Augie's observation and NEC citation, which was from the 2017 NEC, and I note that your profile has you under the 2014. The exception Augie is referring you to changed number location between the 2014 and 2017. In the 2014 NEC read 210.12(B) Exception.
