These devices are required for dwelling unit bedrooms. Exactly waht must be protected depends on what issue of the code is adopted in your jurisdiction.
Per the 1999 code, all 120v, 15 and 20 amp dwelling unit bedroom receptacle outlets only.
Per the 2002 code, all 120v, 15 and 20 amp dwelling unit bedroom outlets.
This can be found in section 210.12(B) of either edition.
