Arc-fault circuits on emergency panels?

This situation was created in an assisted living facility where the drawing call for one to two designated red duplex within dwelling units to be on the emergency panels of the complex. The question arose since the emergency panels do not have any arc-fault breakers. So, is there any restrictions or exceptions where these one or two designated duplex need to be on arc-fault breakers or devices or may they be exempt? Your feedback is appreciated.
 
Where the code doesn't specifically state assisted living facility, AFCI protection is required for nursing homes & limited care facilities.
 
The 2020 NEC added "and Patient Sleeping Rooms in Nursing Homes and Limited-Care Facilities"
I believe that covers assisted living facilities , also.

Even if not on 2020, if the unit meets the definition of dwelling unit it would have required AFCI's anyway, unless the receptacles not in a location within the dwelling mentioned in 210.12, bathroom about only location in such a facility that likely wouldn't require AFCI protection or an outdoor receptacle though those may not be too common either would about have to be a deck/balcony for the individual unit only to be considered part of that unit.

Ohio has adopted NEC 2020. Can you list what section in 2020 for the reference, "and Patient Sleeping Rooms in Nursing Homes and Limited-Care Facilities"? Where it refers to arc-fault requirement? Thank you.

Look at the shaded area. That's new to the 2020. It also added Guest Suites.
And as kwired pointed out, if the units meet the definition of dwelling units, they're required anyway.
Bottom line, there's no exception for EM panels.
