I am installing a 20A Dedicated outlet in Attic for a Dehumidifier. I am thinking that I can install a regular branch circuit breaker in panel and install a ARC Fault receptacle in Attic. Is that what 210.12(A)(4) is saying, as long as the #12 is not longer than 70ft

Not in attic. See 210.12
"The arc-fault circuit interrupter shall be installed in a readily accessible location"

Run MC cable to metal box if your concerned its subject to damage

So Arc faults are not required in Areas of a Dwelling outside the living area
It's the NEC :) never that simple..... See 210.12

in dwelling unit kitchens, family rooms, dining rooms, living rooms, parlors, libraries, dens, bedrooms, sunrooms, recreation rooms, closets, hallways, laundry areas, or similar rooms or areas

210.12(3) & (4) we're never produced or made available.

Any AFCI outlets need to be in a readily accessible area. New work methods refer to 210.12(5) or (6), and replacement code AFCI's refer to 406.4(D)(4)

AFCI protecting bathrooms, garages, outsde, or attic area's would be exceeding minimum code requirements.
