House I am wiring (just found out) is going to have whirlpool tub with a built in heater. Owner wants the GFCI protection in the closet. If I use dead front (no plug built into it) GFCI device in the closet, then may I may do so without AFCI protection (since it is in a closet) on this circuit? Thanks....

If there is no receptacle incorporated in the GFCI device then it is not an outlet. As long as there are no outlets on the circuit requiring AFCI protection then yes I agree, no AFCI required. Put one outlet requiring AFCI protection anywhere on the circuit and the entire circuit needs AFCI protection.

Totally disagree. the wire to the motor is an outlet. I think it rote but I believe an afci is required
 
Opps- maybe I misunderstood -- is the dead front in the closet & the motor is just the dead front. If it is just the dead front then I agree with Kwired

Is the outlet supplying the tub in a location specified by 210.12(A)?

The GFCI device in the closet is not an outlet assuming dead front type device, if it is a GFCI receptacle then it is an outlet.

From the definition you quoted - the point at which current is taken to supply utilization equipment would be underneath the tub near the pump.
