If you replace devices only (receptacles, switches and GFCI receptacles) in an apartment renovation without changing or adding to any of the branch circuits, do you need to provide AFCI protection in the sub panels for those circuits?

Either Breakers or device type. 210.12 or 406.4(D). Dependent on local modifications and year of NEC followed.
