Arc fault

Any one ever have to install arc fault breakers for the bedrooms when doing a service change only? Someone I
know had to per order electrical inspector. We are still in the 2005 code (Connecticut). I'm thinking he is going by the 2011 NEC 210.12(B). If he was using the 2011 NEC wouldn't that only apply to the outlets that were
added or changed and not the entire room anyway?
 
This has been a very controversial rule and as written the 2011 code states any modification or extensions of the circuit. If no extension is made then no afci is required. In 2005 nothing is mentioned of modification or extension but I really don't think the intent of the code was to force afci when doing a service change. I know one area around here that started to enforce the rule that way and the state stepped in and said NO. As written an ahj can declare what they think is meant by the wording.
