The NEC does not limit the number of devices on a dwelling circuit. This is a design issue. The load is figured by the square footage of the building and the number of circuits determined by that load. The number of receptaccles on each circuit is up to the designer or the electrician (the NEC does say that the load should be "evenly distributed").
