If you are in the 2014 or 2017 Code, then the answer is Yes according to 210.12(A)

The state adoption in Illinois is 2008, but that only applies where a local unit of government has not adopted an electrical code. There are codes in effect from 1996 through 2017 in Illinois. You need to find out what code the area you are working in is using.
