The NEC has no definition of bedroom. In the real estate world, you don't get to count a room as a bedroom unless it has a closet. But I don't know of a minimum closet size, in order for it to count. I don't know how California handles it, but in Washington the term is defined as including closets and ancillary spaces that can only be reached from the bedroom.

Usually, it is just the fact it has a closet in the room, the designation of the room on the plans and location. I got gigged on a smoke detector in a study/office. The room was upstairs in the area of other bedrooms, it was listed on the plans as a study but because the owner had a closet added in the room the inspector said that room, even though it was listed as a study, could be also used as a bedroom.
 
In nc it must have a window. The window has a minimum size. I think it is about 6sq ft. So the fire dept can gain access.
I always thought it had to have a closet, too. May be not.

The window size is for egress not access. In-case of fire blocking normal egress from the home the window is now the means to get out.


newinspector1In NC a bedroom is defined as a room designated as sleeping or bedroom on the plans. Closets have no bearing on the room.
I have been told different by more than one inspector in different jurisdictions. Yes, the designation on the plans are part of it but the location of the room in the home and a closet justify AFCI and smokes. This may be a rule of thumb for the inspectors but they hold hard and fast to this rule.
 
Closets in my neck of the woods are very important. You can call a room an office, a sewing room, and kid's playroom, a missile launch site, a graveyard, the Taj Mahal..... but if it's got a closet, it's considered a bedroom.
