Does any one know when 210.12 (A) {arc fault requirements including more than just bed rooms} go into effect? Thanks

The '08 NEC added other rooms.
Are you asking when do you need to start following this requirement? If so, it depends on when and how the 2008 NEC was or will be adopted by your AHJ and whether or not the IRC is used in your area. In many areas, the IRC takes precedence over the NEC for single family homes and either or both may have the Arc Fault sections amended during the adoption process. You will need to ask your AHJ.
